Arnold Palacios is a Northern Marianan politician currently serving as the 12th Lt. governor of the Northern Mariana Islands since January 14, 2019. He previously represented Saipan in the Northern Mariana Islands Senate and was also a former member of the Republican Party.
Arnold Palacios is now currently an independent candidate running for Governor of Northern Mariana Islands in the upcoming 2022 general election. He previously served as President of the Northern Mariana Islands Senate from 2017 to 2019.

Arnold Palacios Career
Palacios is a former Speaker of the Northern Mariana Islands House of Representatives. He was sworn in on January 14, 2008, as the Speaker of the House’s 16th Legislature. He represented Election District 3 in the House, which encompasses portions of Saipan and the Northern Islands.
During his time in the Legislature, he championed legislation and policies on natural resources, environmental conservation, economic development, and federal relations. He was a member of the Governor’s Section 902 Consultation team in 2016, when he helped articulate the CNMI’s position on labor, immigration, and US military buildup proposals. His tenure ended in January 2010.
Palacios was the running mate of four-time gubernatorial candidate Heinz Hofschneider in the 2009 election. However, Heinz lost the election and Palacios couldn’t become the Lt. Governor of the Northern Mariana Islands in 2010.
He served as the Secretary of Lands and Natural Resources from February 2012 to January 2015. He also served as Senate Vice President during the 19th Northern Marianas Commonwealth Legislature from January 2015 to January 2017.
He was elected as Senate President during the 20th Northern Marianas Commonwealth Legislature from January 2017 to January 2019. As Senate President, he created the Office of Planning and Development, which establishes development objectives, standards, and principles for the CNMI’s desired land use for residential, recreational, agricultural, commercial, and industrial needs.
Palacios was elected in 2018 as running mate to incumbent Governor Ralph Torres to begin a term in January 2019. He is the 12th Lt. Governor of the Commonwealth of the Northern Mariana Islands, serving alongside Governor Ralph.
As Lt. Governor, he oversees the Office of Planning and Development, the Office of Grants Management, and the CNMI’s permitting agencies and leads policy initiatives on government efficiency, business permitting processes, and regulatory functions.
He also plays an active role in the CNMI’s relationship with the Federal Government with discussions on labor viability and proposed military projects in the Marianas.
Currently, Republican Palacios has defected to Independent Party to run for Governor in the 2022 election. Palacios is currently an independent candidate for Governor in the 2022 election, with Saipan mayor David M. Apatang as his running-mate.
Since Torres’ government is not appealing any longer to the people and they want him out, Palacios’ campaign may suffer some setbacks since he is Torres’ Lt. governor.
